New Delhi . The central government will conduct Census 2027 with a budgetary allocation of Rs 11,718.24 crore. A proposal to this effect was approved in the cabinet meeting chaired by Prime Minister Narendra Modi. According to this, for the first time caste enumeration will also be included in the census. This will be done electronically.
Information and Broadcasting Minister Ashwini Vaishnav gave this information in a press conference at the National Media Centre. He said that the census work will be done in two phases – the first phase will run from April to September 2026, while the second phase will be completed in February 2027. Data will be collected through mobile app and the entire process will be monitored through a central portal. The census will also be made available to various ministries in a clear, machine readable and actionable format for various purposes.
He informed that the first phase of Census 2027 – Houselisting and Housing Census – will be conducted between April to September 2026. The second phase, i.e. population census will take place in February 2027. However, in the difficult areas of Ladakh, Jammu and Kashmir and the snowy areas of Himachal and Uttarakhand, this phase will be operated in September 2026. Around 30 lakh field personnel will be appointed to carry out this massive campaign across the country, which will include teachers, supervisors and officials at various levels.
He informed that this will be the first census in which mobile app, digital questionnaire and Central Monitoring Portal (CMMS) will be used. This will not only improve the quality of data collection but will also make real-time monitoring easier. The public will also get the option to fill their own information. Special digital provisions have been made for security. ‘HLB Creator’ web map application developed for Census 2027 will help officials in block mapping.
Vaishnav told a question that a notification will be issued in detail about the census questionnaire and its process.
Under the decision taken by the Cabinet on April 30 this year, this time caste based data will also be collected in the census. The government says that this step is necessary to understand the social diversity of the country and make policies more effective.
About 18,600 technical staff will be temporarily appointed for works to Census 2027, which will generate employment of about 1.02 crore man-days. This team engaged in work to digital data management and analysis will be capable of better employment opportunities in future also.

In this, detailed data on many important socio-economic aspects like housing, facilities, religion, language, education, economic activity, migration and reproduction will be collected. This time there will be digital census
The government has completed preparations to make the census of 2027 the first digital census of the country. Data will be collected through mobile app. The app will be available in Hindi, English and all major regional languages. Apart from this, a central portal named Census Monitoring and Management System (CMMS) has been created, which will monitor the entire process in real time. Geo-tagging of every house and area will also be done, so that the records remain absolutely accurate.
Caste based calculation also included
The Cabinet Committee on Political Affairs has decided to include caste-based data also in the census. This will be the first time that caste enumeration will be included completely through digital medium. This will provide accurate and comprehensive data in the formulation of social and economic plans. The government says that in a diverse country like India, caste- information plays an important role in targeting of public schemes and policy making.
30 lakh personnel will be deployed
About 30 lakh field employees will be deployed in Census 2027. These will include enumerators, supervisors, master trainers and many technical staff. This census will be the largest digital operation ever. During this period, employment of about 1.02 crore man-days will also be generated. All the employees working in the field will be given this additional responsibility in addition to their regular work and honorarium has also been fixed for this.
Digital survey will be conducted from door to door
Enumerators, who are usually government teachers, will go door-to-door and record all the information on their tablets or mobile apps. The location of each house, facilities, education of family members, language, religion, employment, disability, migration and other important details will be recorded. Special technical features have been added to protect the data entered in the app, so that there is no data leak or disturbance.
People will also be able to fill the form themselves
This time the government will also give people the option of self-enumeration. People will also be able to fill their information themselves through mobile app or web portal. This will speed up the process and reduce the load on the system. For those who do not have mobile or internet, field workers will go door-to-door and enter the data.
economic impact of census
The government has said that data from digital census will be available in a very fast and reliable manner. This data will be provided to ministries and states in the form of Census-as-a-Service (CaaS), so that information can be available in one click. This will include dashboards, graphs and machine readable formats. This will increase transparency in implementing schemes and decisions can be taken immediately as per the need of any area.
Government told why census is necessary
The government says that census is the most important basis for the country’s development plans. This shows how many people live in the country, in which place, under what conditions, with what facilities. It is used in all schemes like water, electricity, roads, education, health and employment. The same data is also necessary for reservation and delimitation of Lok Sabha, Assembly, Municipal Body and Panchayat constituencies.
When was the census conducted before this?
The last census in India was conducted in 2011. The 2021 census had to be postponed due to the Covid pandemic. Now this process is going to start in 2027. The Census Act 1948 and Census Rules 1990 are the legal foundation of this work. Census is India’s oldest, most reliable and comprehensive data source, on which all major government schemes and policies of the country are based.
